​Clark County Citizens United, Inc. (CCCU) is a grass roots non-profit corporation of volunteers, who are committed to maintaining a high quality of life for Clark County residents, while preventing unnecessary and intrusive governmental regulation and control of citizens lives.  CCCU came together during the 1994 stages of the state Growth Management Act planning process, to oppose unreasonable policies in the Clark County Comprehensive Plan.  Even with our successes, we find the newly adopted 2016 Plan is unacceptable. The Plan consists of many erroneous policies that are not healthy for the economy or our communities.  The Plan must be changed.  CCCU intends to pursue changes through all forms available, including Board of Councilors, Growth Management Hearing Board, Washington State Legislature  and the Courts.  CCCU has retained Richard Stephens, a recent national winner for outstanding attorney in the field of land use, as counsel.  He has filed an appeal in the Washington Court of Appeals, for CCCU and all who support reasonable land use planning.  If CCCU does not prevail at this level, an appeal will continue to a higher court.

CCCU has conducted three years of extensive research and fact finding to determine policies that are acceptable and appropriate to the people.  All this research was used to lobby the Clark County Board of Councilors on behalf of the citizens.  CCCU composed a rural alternative to add to the county proposed urban alternatives and it is imperative that it be adopted.

The GMA Plan is supposed to represent the people.  The county cannot ignore half of the population in favor of cities and their governments.  The other 50% of the people live in the urban areas, and deserve a high quality of life.  CCCU believes that there should be balance and fairness, throughout Clark County, in all land use decisions and policies.  The rural and resource people deserve equal standing and economic prosperity along with those who live in the cities.  The 2016 Comprehensive Plan does not allow this to happen.  It is clear, the 2016 Plan is a loss for all the people living in all of our communities.

CLARK COUNTY CITIZENS UNITED, INC.

​Even though the alternative was incorporated into the Plan in 2015, new Board of Councilors repealed that portion of the Preferred Alternative, leaving little or nothing for rural and resource people.  The 2016 Comprehensive Planning process should include the entire county, but now there is nothing to enhance rural opportunities and economy.  The county

is not planning for the population increase that will happen in the next twenty years. This is required by the GMA.  There will be a lack of desirable, affordable housing, and lack of jobs and infrastructure to serve our existing and future communities  This is not acceptable.

The Plan has policies that are far more restrictive than the former Plan and calls for much higher density in all of the cities.  It forces preservation of the rural area, with large lot zoning and onerous regulations.  Landowners with contiguous lot ownership will be forced to recombine their parcels.  Vesting rights are compromised and legal lot status of non-conforming lots will be ignored.  The socialistic goals will force people to live in high density areas, where they must walk, bike or use light rail, instead of cars, to get around.  The Plan will literally control what you eat, where you live, how you travel, where you play, where you work and what you will own.

CCCU's recent research indicated that the unincorporated areas, outside of cities, consists of 50% of the county population, who own over 50% of the land and pay 50% of the county tax, yet they have little or no recognition in this Plan.  City governments, have controlled the process.  Those living in the urban areas will see neighborhoods dramatically change for the worse, with more traffic, less services and much higher density.
